Amsterdam, 19 June 2025 – The cost of the NATO summit taking place in The Hague in June 2025 is expected to exceed 200 million euros, according to BusinessLeaks – significantly more than the previously estimated “several tens of millions.” Currently, the Dutch taxpayer is covering these costs alone, which BusinessLeaks deems unfair.
NATO Normally Shares Costs Collectively
BusinessLeaks argues that the expenses of the NATO summit – like other NATO expenditures – should be fairly divided among the 32 member states. “According to established agreements within NATO, costs are typically shared based on the gross national income of the member states,” the organization states. “Why should the Netherlands bear these costs alone?”
Furthermore, the North Atlantic Treaty stipulates that NATO members unite their efforts. “That includes financial burdens,” says BusinessLeaks. The organization has now issued an appeal to all NATO member states to contribute to the summit’s costs.
Rutte’s Role Raises Questions
During the NATO summit in Vilnius on 11 and 12 July 2023, the Netherlands was asked to host the 2025 summit. However, government documents suggest that this commitment may have already been made at that summit. Then-Prime Minister Mark Rutte represented the Netherlands at the meeting while simultaneously preparing his candidacy for NATO Secretary General.
Rutte’s ambition to become NATO Secretary General had already been a topic of media discussion in early 2023, months before the Vilnius summit. In October 2023, Rutte publicly confirmed his candidacy. He was set to succeed Jens Stoltenberg, who stepped down in October 2024.
Billions for Weapons, Visits to World Leaders
During the period in which Rutte was preparing his NATO candidacy, he played an active role in the Ukraine conflict as Prime Minister. At that time, the Netherlands pledged to deliver roughly 3 billion euros worth of weapons to Ukraine – a relatively large contribution, especially compared to bigger countries like the U.S., Italy, and Spain.
Rutte also engaged in a notable diplomatic campaign, visiting, among others, President Biden and President Erdoğan – reportedly in hopes of garnering support for his NATO appointment, according to Dutch broadcaster NOS. In the end, Rutte did secure the highly coveted position.
BusinessLeaks: “Distribute the Costs Fairly”
According to BusinessLeaks, the current decision – that the Netherlands alone is bearing the costs of the NATO summit – is politically motivated and unjust. “The interests of one individual should not dictate international agreements. It is now up to the NATO member states to take responsibility and distribute the costs fairly.”
